Drinking water safety gets another upgrade! New national standard incorporates TOC testing for the first time.

The new standard GB/T 17219-2025 "Hygiene and Safety Evaluation of Drinking Water Distribution Equipment, Protective Materials and Water Treatment Materials" has come into effect since March 1, 2026. This national standard, which has been comprehensively revised after a 27-year gap, is the first to include total organic carbon (TOC) in the extended indicators of the immersion test, with a limit of an increase of ≤ 1 mg/L. Fuzhou Probest Intelligent Technology Co., Ltd. independently researches and produces TOC instruments, turbidity instruments, COD, ammonia nitrogen and other multi-parameter instruments, helping to accelerate the realization of domestic production of instrument and meter equipment for water quality analysis.

01
Key change in the new national standard: TOC has become a mandatory inspection item.

The GB/T 17219-2025 standard has undergone a comprehensive upgrade compared to the 1998 version. Among them, the TOC (Total Organic Carbon) detection has become the key method for evaluating the risk of organic substance leaching from water-related materials.

Expansion of application scope

For the first time, water treatment materials (such as filter elements, membrane modules, ion exchange resins, etc.) were incorporated into the evaluation system, achieving full-chain control from "source water to tap water".

Reconstruction of the indicator system

16 new indicators have been added, among which the regular indicators include "aluminum", and the extended indicators include barium, nickel, antimony, tin, bisphenol A, di-phenyl-phthalate (DEHP), vinyl chloride, styrene, epichlorohydrin, acrylonitrile, benzene, toluene, xylene, iodide, and total organic carbon (TOC), totaling 15 items.

Strengthening of limit requirements

The limits for 13 original indicators, including lead, cadmium and mercury, have been tightened.

02
Method for detecting organic matter pollution

TOC (Total Organic Carbon) represents the total amount of carbon contained in all organic pollutants in a water body. Compared with Chemical Oxygen Demand (COD), TOC testing has an irreplaceable advantage.

TOC (Total Organic Carbon) COD (Chemical Oxygen Demand)
Detection principle Direct measurement of the oxidation of carbon in organic substances to CO₂ Chemical oxidants oxidize organic substances
Testing time 3 to 10 minutes More than 2 hours (reduction digestion)
Anti-interference capability Not affected by inorganic reducing substances such as chloride ions Chlorine ion interference, need masking
Oxidation efficiency Nearly 100% (by combustion method) Some organic substances are not completely oxidized.
Environmental friendliness No toxic reagents (incineration method) Using toxic reagents such as potassium dichromate and mercuric sulfate
Data accuracy Relative deviation ≤ 2% Relative deviation: 5% - 10%

For the safety evaluation of water-related materials, the core value of TOC lies in:

Comprehensive assessment of the risk of organic matter leaching

During the long-term contact of pipes, coatings, filter elements and other materials with water, various organic additives, plasticizers, monomers, etc. may be released. TOC can comprehensively reflect the total migration amount of these organic substances, which is more efficient and comprehensive than detecting only certain specific organic compounds alone.

High sensitivity

The TOC analyzer has a lower detection limit and lower susceptibility to interference, enabling it to accurately capture the minute changes in organic carbon during material immersion tests.

Quick response

The TOC analyzer can provide results within just a few minutes, making it highly suitable for real-time quality monitoring of water product production processes, as well as for online monitoring of water quality in water supply networks.

The implementation of GB/T 17219-2025 represents an important step towards the refinement and scientificization of China's drinking water safety guarantee system. Incorporating TOC into the evaluation indicators means that our focus on drinking water safety has expanded from traditional heavy metals and specific organic substances to a more comprehensive and integrated risk of organic pollution. Fuzhou Probest Intelligent Technology Company integrates R&D, production, sales and service, specializing in the manufacturing of mid-to-high-end water quality monitoring instruments and industrial process instruments, helping to achieve precise and efficient water quality analysis.
