The Ministry of Ecology and Environment recently released the "Water Pollutant Discharge Standards for the Petrochemical Industry (Second Draft for Public Comment)", marking a structural adjustment in the management of wastewater discharge in the petrochemical industry. The revision of the new standard not only involves tightening the emission limits, but also represents a shift from the "result-based compliance" regulatory model to a "process-certifiable" model.Fuzhou Probest Intelligent Technology Co., Ltd., based on a deep understanding of the characteristics of petrochemical wastewater, has built a full-stack monitoring solution covering compliance of discharge outlets, process perception and data governance around the new standards, helping petrochemical enterprises achieve compliance in wastewater discharge and reduce costs.
Scope of application expansion:The monitoring scope includes coal chemical industrial production facilities and petrochemical wastewater centralized treatment facilities. The monitoring targets have expanded from the discharge outlets of individual enterprises to the nodes within the industrial park.
Project system upgrade:Newly added total salt content / PFOA / acute toxicity of zebrafish eggs;Complete the 8 regular limit values (including TOC) on the indirect emission side,This means that there will be a greater need for a wider range of parameter coverage for the monitoring equipment.
Indirect emission negotiationization:The limits for characteristic pollutants discharged to professional sewage treatment plants can be determined through negotiation between the enterprises and the sewage treatment plants. These limits should be included in the discharge permit and continuous, auditable and shareable monitoring data must be provided.
Introduce the benchmark displacement system:The baseline discharge volume for each of the 42 major products has been clearly defined. The path for achieving compliance with containment and dilution standards has been established. Enterprises not only need to pay attention to the absolute concentration of pollutants, but also must ensure that the discharge volume is in line with their production capacity.
The analysis results of the online monitoring data from petrochemical enterprises show that the compliance rates of conventional pollutants and some heavy metal indicators are relatively high, reaching 98% or above. However, in the batch monitoring data of direct discharge enterprises, the compliance rate of total organic carbon is only 60%.The new standard has officially incorporated TOC into the control system for indirect emissions and has assigned it a key role in the investigation of leakage from circulating cooling water.
Probest recommends adopting a dual-track monitoring strategy combining chemical oxygen demand (COD) and total organic carbon (TOC). The PCM300-CODcr chemical oxygen demand water quality online automatic monitor strictly follows the principle of the dichromate method and serves as the legal basis for pollutant discharge permit and compliance determination.PCM300 - TOC Total Organic Carbon Water Quality Online Automatic Monitoring Instrument using the combustion oxidation - non-dispersive infrared absorption method,For complex petrochemical wastewater, especially those containing refractory halogenated hydrocarbons and aromatic compounds, the combustion oxidation method offers a more thorough oxidation efficiency and lower matrix interference.Meanwhile, the ceramic valve core multi-way valve equipped in the ProbestTOC online analyzer effectively addresses the issue of core flow path components' wear caused by high-salt and highly corrosive media in the petrochemical industry, ensuring the stability of long-term operation.

The Probest PCM300 series online analyzer precisely captures ammonia nitrogen, total nitrogen, total phosphorus, etc. In response to the stricter limits on total phosphorus set by the new standards, the equipment adopts the ammonium molybdate spectrophotometric method to ensure measurement accuracy in low concentration ranges. At the same time, in accordance with the mandatory requirements of the benchmark drainage volume system for flow measurement, Probest is equipped with high-precision electromagnetic flowmeters and ultrasonic level meters, aligning the flow data with the water quality concentration data in a time series, providing enterprises with a complete and traceable calculation basis for total discharge volume, and avoiding compliance risks caused by missing measurement.
Probest independently develops and produces water quality analysis equipment such as COD, ammonia nitrogen, total phosphorus, total nitrogen, and TOC online automatic monitors. These devices operate reliably and stably over the long term, with compliant monitoring data that can be traced, and controllable operation and maintenance costs. They provide a one-stop solution for petrochemical enterprises, covering from compliance at the discharge outlet to process risk control.
