The Ministry of Ecology and Environment and the State Administration for Market Regulation jointly issued the "Water Pollutant Discharge Standards for the Chishui River Basin" (GB 47945—2026), which is the first national water pollutant discharge standard for the Chishui River Basin. It will come into effect officially on September 1, 2026. The Chishui River is a first-level tributary of the Yangtze River, flowing through Zhaotong in Yunnan Province, Bijie and Zunyi in Guizhou Province, and Luzhou in Sichuan Province. There are numerous famous liquor enterprises in the basin, and it is known as the "Wine River". With the continuous development of the liquor industry, the demand for water resources in the basin has grown rapidly. Problems such as the inability to consistently meet standards for total phosphorus and other conventional pollutants, and the low level of water resource conservation and utilization have become increasingly prominent.

The introduction of GB 47945—2026 has set a unified pollution control standard for the polluting enterprises along the Chishui River in the three provinces of Yunnan, Guizhou and Sichuan. Probest independently developed and produced multi-parameter online automatic water quality monitoring instruments for COD, ammonia nitrogen, total phosphorus, etc., helping enterprises to comply with pollution discharge regulations and ensure stable discharge.
1. Differentiated management of the three types of control zones
The standard divides the river basin into three levels of controlled areas and implements differentiated emission requirements:

Among them, the core production areas of Baijiu (Chinese liquor) such as Maotai Town and Xiyou Town are all located within the key control zones. The wastewater discharged directly by the alcohol enterprises along the coast must meet the first-level standards.
2. Focus on the two main types of emission sources
The standards closely target the two major sources that have a significant impact on river pollution: centralized urban sewage treatment and the alcohol industry. For the three main pollutants - chemical oxygen demand (COD), ammonia nitrogen, and total phosphorus - both daily average values and instantaneous values are set for dual control. The daily average values limit the total emissions, while the instantaneous values prevent short-term over-limit and illegal discharges. The combination of these two measures jointly promotes the stable and compliant emission throughout the entire process of enterprises.
3. Strengthen the standard discharge volume for each unit product
For the pollution-discharging units engaged in the production of fermented alcohol and liquor that comply with the first-level standards, the standards have been further tightened regarding the baseline drainage volume per unit product, aiming to promote water conservation and clean production in the industry and ensure the ecological water volume of the river basin.
For enterprises engaged in liquor production, alcohol fermentation, and urban sewage treatment within the Chishui River Basin, this standard not only brings stricter emission limits but also poses a systemic challenge of full-process compliance management. High-quality online automatic water quality monitoring instruments are indispensable infrastructure for these enterprises.
From "end-point compliance" to "process controllability": The limit values of COD at an average of ≤ 40 mg/L and total phosphorus at an average of ≤ 0.4 mg/L have intensified the challenge for the traditional "anaerobic + aerobic" process in achieving deep nitrogen and phosphorus removal. Enterprises need to monitor the fluctuations in water quality at both the inlet and outlet in real time in order to promptly adjust the process parameters and avoid immediate exceedances.
From "manual inspection" to "continuous online monitoring": The dual assessment of average values and instantaneous values implies that the traditional mode relying on manual sampling and laboratory analysis cannot meet regulatory requirements. Equipment with continuous automatic monitoring capabilities is necessary to form a complete compliance evidence chain.
From "single-point monitoring" to "full-chain traceability": The main pollutant monitoring location is the total sewage discharge outlet of the polluting unit. The monitoring data must meet the real-time upload and traceability requirements of the environmental protection department.

Fuzhou Probest Intelligent Technology Co., Ltd., as an environmental monitoring instrument manufacturer, the PCM300 series and PCM200 series of water quality online automatic monitoring instruments cover the core indicators such as chemical oxygen demand, ammonia nitrogen, and total phosphorus regulated by GB 47945—2026.
