Eight departments jointly issued! Upgrade the safety defense line for agricultural irrigation water supply

Eight departments jointly issued! Upgrade the safety defense line for agricultural irrigation water supply

On July 28, 2026, the Ministry of Ecology and Environment, in conjunction with the Ministry of Industry and Information Technology, the Ministry of Public Security, the Ministry of Natural Resources, the Ministry of Water Resources, the Ministry of Agriculture and Rural Affairs, the Supreme People's Court, and the Supreme People's Procuratorate, jointly issued the "Notice on Further Strengthening Pollution Prevention Risks of Industrial Wastewater and Ensuring the Safety of Agricultural Irrigation Water" (Circular No. 13 of 2026 from the Ministry of Ecology and Environment). This marks that the safety guarantee of agricultural irrigation water in China has entered a new stage of "source prevention, process control, and end-point supervision" for the entire cycle of prevention.

PART.01

Monitoring is the key to "end-of-line supervision".

At present, industrial enterprises and parks, as well as livestock farms, are located adjacent to farmlands. The sewage discharge control is not in place, and the potential safety hazards of agricultural irrigation water need to be given due attention. The notice takes "end-of-pipe supervision" as the main line, ensuring that problems are "detected early, warned early, and handled early".

Ø Standardize monitoring frequency: For irrigation water around industrial parks, at least two monitoring sessions should be conducted during the sowing period before planting and during the critical growth periods of crops. For unused or long-unused irrigation channels, they can only be used after being tested and found to meet standards.

Ø Standardization of monitoring: By the end of 2026, the "Technical Guidelines for Water Quality Monitoring of Irrigation Water for Farmland" will be formulated to establish unified monitoring standards, and a supporting technical system will be put in place to ensure its smooth implementation simultaneously.

Ø Systematization of monitoring collaboration: Clearly define requirements for information notification during irrigation water usage periods, data sharing, emergency response, etc. If water quality exceeds standards, report to the same-level people's government immediately and notify relevant departments. Set a deadline for achieving compliance.

The notice clearly states that efforts should be made to accelerate the establishment of an integrated "space, air, and ground" monitoring network. By leveraging technologies such as satellite remote sensing, unmanned aerial vehicle inspections, and artificial intelligence, video surveillance should be extended to industrial parks, clusters, and the sewage outlets and rainwater inlets of livestock breeding enterprises. Currently, there are significant disparities in water quality monitoring capabilities among many parks, enterprises, and irrigation management units. For instance, there is insufficient coverage at key nodes, insufficient dimensions of monitoring parameters, and poor data timeliness. Therefore, online, intelligent, and multi-parameter integrated water quality monitoring equipment will shift from being an "optional" choice to a "mandatory" one.

PART.02

Probest Comprehensive Water Quality Monitoring Solution

In response to the security requirements for agricultural irrigation water mentioned in the notice, Probest has developed a water quality monitoring product matrix that spans from sensors, transmitters to system integration, achieving a precise match with the monitoring scenarios stipulated by the policy.

For the continuous monitoring scenarios of irrigation channels, sewage outlets and tributaries around the park, the Probest multi-parameter water quality monitoring system, with the core of non-reagent water quality sensors and wireless data transmission system, can cover total salt content, heavy metals, COD, ammonia nitrogen, nitrate and other organic pollution and nutrient salt indicators, providing multi-dimensional data support for irrigation water quality evaluation and meeting the requirements of the "space-ground-air" integrated monitoring network construction.

In response to the regulatory requirement of "promoting the upgrading of centralized sewage treatment facilities around farmlands", the Probest nitrogen and phosphorus integrated monitoring system is specifically designed for the sewage treatment process. It can monitor key water quality parameters such as orthophosphate, nitrate nitrogen, and ammonia nitrogen in real time, providing real-time data support for the compliance of sewage effluent quality in the industrial parks.
